Visiting Shenzhen During APEC 2026: Drone Ban, Car Limits and Tech-Tour Changes
APEC leaders meet in Shenzhen on November 18–19, 2026. What the official notices mean for visitors: drone delivery, robotaxis, car limits, metro fares and Hong Kong crossings.

Can You Still Visit Shenzhen During APEC 2026?
Yes. Shenzhen remains open to visitors while it hosts the 33rd APEC Economic Leaders' Meeting on November 18–19, 2026, but several official measures change what a visitor can see and how they get around. Drones, kites and balloons are banned in Futian and Nanshan from November 7 and citywide from November 11 to 21. Non-Shenzhen passenger cars are barred from six central districts from 6:00 to 22:00 on November 17–20. Metro and bus fares are halved during the meeting period.
Official notices checked on 4 November 2026. This is a visitor summary, not legal advice. Where an official notice and this page differ, follow the notice, and check the live status of any service on the day you travel. We will update this page during APEC week.

Will You Be Able to See Drone Delivery?
Probably not between November 7 and 21. The Shenzhen government's low-altitude flight notice of 3 November 2026 bans flights by civilian drones, model aircraft, powered flying toys, kites, balloons and sky lanterns in Futian and Nanshan from November 7 to 10, then across the whole city from November 11 to 21.
The notice allows certain special flights, including logistics transport, only after approval by the relevant authorities. As of 4 November we have not found a public statement from Meituan about whether its Shenzhen drone-delivery routes will keep flying. Do not build a November 7–21 day around a drone delivery, and check the collection station's status before you go.
Talent Park, the Shenzhen Bay parks and the Futian Port route covered in our drone-delivery experience guide are all in Futian or Nanshan, so the first phase already includes them.
If you are buying a drone at Huaqiangbei: do not test-fly it in Shenzhen during the ban. Violations are penalized, and the notice tells the public to report unauthorized flights to 110. A separate Public Security Bureau notice keeps the western Futian control zone in force until November 23.
What to See Instead
- Robotaxi rides, subject to the checks in the next section.
- Humanoid robots and consumer technology at INNO100 and other venues in our humanoid robot guide. The flight ban covers flying objects, not ground displays, but confirm the opening hours and demonstrations as usual.
- Huaqiangbei electronics market, using our Huaqiangbei guide.
- EV showrooms, such as the Xiaomi EV Space.
Can You Still Ride a Robotaxi?
No published APEC notice we reviewed restricts robotaxi services, and we have not found an operator announcement suspending them as of 4 November 2026. The car restriction covers non-Shenzhen passenger cars, and licensed ride-hailing vehicles are exempt. That does not guarantee normal service during the leaders' meeting: pickup points can be affected by road controls near the venue.
Open the operator's app on the day and check the offered pickup and destination. Our robotaxi guide for tourists covers accounts, payment and service areas.
Driving, Taxis and Private Transfers (November 17–20)
The Shenzhen government decision of 3 November 2026 bars passenger cars not registered in Shenzhen (plates other than 粤B) from every road in Futian, Luohu, Nanshan, Bao'an, Longgang and Longhua, from 6:00 to 22:00 each day from November 17 to 20.
- Exempt: taxis and licensed ride-hailing cars, medium and larger passenger vehicles, and Hong Kong, Macau and consular plates. Guangdong-plated cars travelling south to Hong Kong lose the exemption outside their booked Hong Kong entry period.
- Not exempt: self-drive rental cars.
- Roads that stay open: several expressways north of the Shenhai Expressway, plus the airport approach roads (Jichang South Road, Linghang Viaduct and Konggang 8th Road). A restricted car that enters by expressway must leave by unrestricted roads.
If a driver is collecting you from Guangzhou, Dongguan or elsewhere outside Shenzhen, ask whether the car has Shenzhen plates. A non-Shenzhen car cannot enter these districts during restricted hours. Hong Kong cross-border cars and Shenzhen-registered cars are unaffected by this decision.
Metro, Buses and Getting Around
- Half-price fares: at its 15 October briefing, the Shenzhen Transport Bureau announced that metro and bus fares will be halved during the APEC meeting period. It added extra trains on some lines (intervals as short as 2 minutes) and more than 50 new bus–metro feeder routes. Media reports give the discount period as November 16–20; check Shenzhen Metro's own announcements for the exact dates and payment methods.
- More people on public transport: the city has asked residents to leave their cars at home and employers to allow flexible working during APEC week, so trains may be busier than usual.
- Allow extra time for security screening at metro stations, railway stations, ports and the airport.
- First time on the metro? Read our Shenzhen metro guide for tourists.
Crossing from Hong Kong During APEC Week
The notices we reviewed do not close any border crossing or change its opening hours. The Shenzhen Port Office's appeal of 2 November 2026 asks cross-border freight companies, cross-border school buses and private cars to avoid peak times and reduce non-essential trips on November 16–20. It does not address foot passengers or tourists.
For a day trip during APEC week:
- Choose your crossing and train with our Hong Kong to Shenzhen guide. Futian Checkpoint and Futian railway station are different places.
- Allow more time than usual at the crossing and for the return journey.
- Check the official port and railway announcements on the morning you travel.
Around the Main Venue
Official announcements we reviewed name the city rather than a building. The Public Security Bureau's enhanced control area covers a block of western Futian bounded by Xinzhou Road, Nonglin Road, Beihuan Avenue and Binhe Avenue. It includes the Xiangmi Lake area and remains in force until 23:59 on November 23.
Allow for temporary road controls in and around central Futian on the meeting days. Use a navigation app for live road conditions rather than a fixed driving plan, and do not count on a particular road being open.
What This Means for Shenzhen Tech Tours
Many Shenzhen technology tours, including ours, normally include a drone-delivery stop. For tours between November 7 and 21, treat that stop as unlikely to operate. Robotaxi, EV and robotics stops do not depend on the flight ban, but road controls may change timings on the meeting days.
If you have a La Roja Travel booking between November 7 and 21, contact us before your date and we will tell you which stops are operating. Planning a later trip? The ban ends after November 21 under the notice. The China Hi-Tech Fair follows on November 26–28.
